Looks like they've put up guards to prevent them from being used as either. I presume this is for "art" not function ?!
These are for "art" and also for function. On those benches can sit up to 8 people to admire the panorama.
I think they are (outside)chairs. I've never seen chairs in nature trail, only benches. Nice photos.

They're in the style of what we call Muskoka chairs here, and what Americans call Adirondacks. I have seen oversized versions of them before.
I was definitely going to go with chairs Karl, until I saw the lady.. what an excellent way to show perspective..they are HUGE :)
