Those colors against that intensely blue sky is wonderful ! And the air looks so clear there. Wow.
I would assume prayer flags as well. It makes for a beautiful shot!
So, the flags are even there in your remote valley. Your photo made me curious and I started reading up on why these Tibetan flags are everywhere. It seems even the American Quakers and Unitarians have The Peace Flag Project going.
